TLDR : Answer Summary
A US citizen currently in Thailand on a visa exempt can obtain a Thai motorcycle license. However, they will need a residence certificate since they lack a work permit. This certificate can be acquired from their embassy or through immigration, although some immigration offices may have restrictions. In places like Pattaya, the rules may be more lenient, allowing for easier access to a license with additional payments.

You can, but without a work permit one of the requirements is a residence certificate. You can either get one from your embassy or immigration. Depending where you are on the country it may not be possible to obtain from immigration. Some offices like Bangkok will not issue one unless you’ve done one 90 day report - and you can’t do that in an exempt entry.
