Yes, a Thai lady can keep her surname after marrying a foreigner. When marrying, Thais have the option to retain their original surname, adopt their spouse's surname, or change their surname at any point after marriage.

And while this is pretty far from a thai VISA question the answer is yes a thai can keep their last name when they marry a foreigner OR they can change it when they get married OR they can change it when ever they want to after they're married.
