you can buy a car

doesn't mean you can drive it without license . you can insure the car , any body with a LEGAL licence can drive it , and is insured on the terms and conditions of the assurance of course .

Yes, no problem. Always take "Class 1" insurance if you are driving it. (Name owner is on the "Tabien Roht' blue book. If it is bought with a lone, there should be a copy of this book in al the papers)
