TLDR : Answer Summary
A non-immigrant visa in Thailand may not be extended by a border run; exiting the country typically invalidates the visa unless a reentry permit is obtained. Extensions can be applied for at local Immigration offices, provided the applicant meets specific requirements. A 30-day extension can be granted for a fee, requiring basic documents such as passport copies and hotel addresses. Depending on the situation, longer extensions (e.g., for retirement or dependents) may also be available.

No, she cannot get a 30 day extension of a permission of stay from a single entry non O visa.

She may be able to extend at Immigration if she meets the requirements for whatever extension it is she is applying for. That we have no idea of.

A 60 day extension is generally granted for the purpose of visiting thai spouse / thai child. How do you know she is not applying for a 12 month extension for retirement purpose. Or for a dependent extension.

Not by border run, once she exits, unless she gets a reentry permit, she can no longer enter on that visa nor extend it.

Extensions are done at local Immigration, with supporting documents that vary according to the reason of extension.
