TLDR : Answer Summary
A Jamaican passport holder must obtain a visa to enter Thailand, regardless of their Canadian Permanent Residency status. It's advisable to apply for an e-visa for a smoother process.

PR from another country is irrelevant. It’s your passport country that counts so you will need a visa.
