TLDR : Answer Summary
A Filipino on a tourist visa who has entered Thailand via a land border can extend their stay and perform additional border crossings. They are allowed two border crossings within a calendar year for visa exemptions, each granting a 30-day stay which can be extended by another 30 days. However, it is important to have sufficient proof of funds, accommodation, and onward travel to ensure entry is granted. While the first two visa exemptions plus extensions should be manageable, there may be scrutiny on subsequent entries, and a long-term visa, such as the METV, is recommended for extended stays.

the plan you outlined will work fine. Make sure they know what the requirements are at what ever border they're bouncing out and back in for to get the 30 day visa exempt entries and they'll be fine.

He's first two Visa Exempts (+ Extensions) this year will not be a problem, his first Visa Exempt in 2020 will be frowned upon & questions as to his purpose in Thailand will be asked but they will probably stamp him in, his second Visa Exempt of 2020 is very much 'touch & go' as to if they will deny him or not, that's a risk he's got to be prepared to take. If he manages to stay in Thailand until mid-late May he will then NEED to actually get a proper Visa, I suggest the METV as it's six months + three months Extension which would take him right through to Feb 2021

I think your quick explanation of the METV might be confusing to people. The METV gives you a six month window to enter the Kingdom from the day it is entered into your passport. On each entry you will be granted a permit to stay of 60 days. While it is possible to extend any entry for another 30 at immigration there are few reasons to do so. When you are near the end of the 6 month visa you can do one last out and in to get a last 60 days and by extending at immigration get almost 90 days beyond the visa end date.

his 2 visa exempt entries should be no no problem.

Yes...its possible. But clearly you are testing the limits of living in Thailand using such a plan. Good Luck

But strongly advised to have on each entry the 3 proofs-of: ฿20k equivalent in Cash, Accommodation, onward journey. The Immigration Officer will still have the discretion to deny entry on back-to-back visa exemption history like this.

Depends on the border. Some can't let you out unless they let you back in

Your friend can border bounce by land twice a calendar year, where xe will get a 30 visa exampt stamp. Each stamp is extendable one time by another 30 days.
