My friend has applied in London for a DTV and is yet to receive a response. His flight back to Bkk is on Wednesday evening. If he returns to Thailand and is subsequently approved can he activate his DTV simply by leaving the country ?

But if he leaves the country he is applying from, he is at a much greater risk of simply getting denied getting the DTV.
You are supposed to stay in the country until approved.

If he enters Thailand on a 30 day stamp, he can likely just exit within the 30 days and then re-enter on the DTV. Don't really see an issue with that. You're meant to apply for the DTV outside of Thailand, which your friend did. Nothing wrong with taking a vacation in the meantime, whilst you wait for the DTV to be approved?

I assume each embassy would give a different answer or have different rules, and I was told by the embassy in Tel Aviv that I can enter via tr60 if I get approval, I will have to leave the country

If he's issued with it, yes. But they risk is on them, you're meant to remain where you apply until the process completes
For most Thai embassies, you actually need to be a resident of that country. Here in Southeast Asia you don’t. Usually visas for all the neighboring countries are for 30 days and most applications don’t take that long.
