TLDR : Answer Summary
There is no official age limit for registering land under a Thai person's name according to the comments. However, the Land Department has discretion in accepting applications. Examples were provided where children as young as 3 and 4 were able to register land using thumbprints.

As far as I am aware there is no age limit but the land department has a lot of discretion on whether they accept or deny
