TLDR : Answer Summary

Holders of a Thai Elite visa are not required to have the new health insurance that is mandated for O-A visa holders. As of now, the insurance requirement applies only to O-A visa types and does not extend to the Elite visa.

That would be a NO answer. The ONLY visa/extension type that is going to have mandatory insurance come Oct 31st is the O-A visa.

Seeing as the thai PE visa (the elite visa) isn't and O-A that means there is NO insurance requirement.
