TLDR : Answer Summary
To acquire a Thai driving license while on a non-O visa, one must provide a valid foreign driving license (in English), a passport, a proof of residence certificate, and a medical certificate to the Department of Land Transport. The process includes passing four aptitude tests, watching a video, and paying approximately 1200 Baht to obtain a temporary two-year license. Without a foreign license, additional tests including a theory and a practical test are required.

Okay this is FAR off the visa advice topic of the group but this is how getting a thai drivers license works,
There is nothing in the rules that stop people from getting a 2 year temporary thai drivers license (the first one you get) on a 30 day visa exempt entry or a 60 day tourist visa.
IF you have a valid license from your country (and it's written in english) you can take it, your passport, your drivers license from your country, a proof of residence certificate (gotten from the immigration office or from your consulate) and a medical certificate to a Department of Land Transport office. In Bangkok the main one is out by Chatuchak Park.
You usually take 4 aptitude tests (peripheral vision, reaction time, color blindness and depth perception), watch an hour long movie and then you get your 2 year temporary thai drivers license(s) <- that's plural because there's one for a car and one for a motorcycle.
IF you don't have a valid drivers license from your country you need to do the above tests I mentioned, watch the move, sit the computerized multiple choice test and do the practical driving test on their little track.
NOTE: in bangkok you cannot get a certificate of residence from the immigration office unless you are on an extension of stay that does 90 day reporting.

If British you can get one of those from UK online
said; It is an International Driving Permit (not a license). It looks almost exactly like that b/s tri-fold cardboard one you get from the US from AAA.

Just one side note, you have to have a permanent or 5 years valid Thai driving license to get an International drivers license here, they will not issue one on the 2 year temporary Thai drivers license.

Last week I got a recidency certificate from immigration (on 30 day exemption) through BFV. Then a medical certificate from Klaimor hospital. Then went to land transport office. Made photo copies of my SA English license and my passport + visa page (the photo copy guy knows what you need). Gave all of that in. Did a colour blind test, watched an hour video, there was some paper work, then sat in a cue for a photo and they printed my two year Thai driver's license. Roughly 1200Baht all in all. Can do cheaper.

Your driving license in combination with International driving license are valid for 90 days. If you stay 90 days or longer inside Thailand you need to get the Thai driving license.
