What is the process for obtaining a Special Tourist Visa to return to Thailand from the USA?

Hello group,

Can anyone point me out to the process of getting back to Thailand with a Special Tourist Visa? I landed back in the USA after 5 years yesterday, and already want to leave after getting a taste of the "freedom" here. 

Perhaps, can anyone share a step-by-step guide if available? I'm in Miami, FL right now. The Thai consulate here doesn't seem to be active, and there's no information about the new visa schemes in their webpage.
