Is the cash requirement of 20,000 THB the same for land and airport crossings in Thailand, regardless of visa status?

Please excuse my question, to clarify, is 20,000 cash requirement the same regardless whether you're doing a land crossing or airport? And regardless whether you have visa. 

So we are doing our border run to Mae Sai as a family, all of us holding METV so we will need to show 40,000 for our family right? Many thanks
