What is the best visa option for a friend sailing into Phuket who wants to stay for 7 months while working on his boat?

Hope someone here can advise. My friend is sailing into Phuket in July, he wants to stay for around 7 months while he has work done on his boat before crossing Indian Ocean. He will be living in his boat whilst he is here. What is his best option visa wise ? Can he just sail out, stamp into Malaysia then re enter Thailand and do this 3 times ? Any help or advice would be welcome.
