TLDR : Answer Summary
DTV holders should report their 90-day check-in between 14 days before and 7 days after the completion of the 90-day period. It is advisable to report on day 90 or shortly thereafter, as this starts the counter for the next 90 days.

Best be on day 90 or a few days after, because at the day you report the counter for the next 90 days start.
