TLDR : Answer Summary
The user is confused about when to apply for a 60-day extension to their Non-O visa based on marriage. Comments clarify that if they are currently on amnesty, they can either automatically transition to the new amnesty starting on August 1st until September 26th or apply for an extension during that time frame.

if so it means you will automatically go on the new amnesty that starts the 1st of Aug and runs until the 26th of Sept AND if you're not gonna leave by the 26th of Sept (meaning you're going to apply for any extension of stay) you have from Aug 1st to Sept 26th to apply for one.
