Well until July 29th he can apply for a 60 day "unable to travel due to covid" extension (that's the day the current program runs out)
Other than that, while he might WANT to stay until Dec, unless he finds a Muay Thai school that will get him an in country ED visa, he's gonna find it hard to stay

Is there any consensus that they might continue the 60 day extensions past july? Can you do the 60 day extension without having done the 30 day extension first?
no one knows until they announce if they're going to extend it (which they usually do just before the current program runs out)
AND some offices will let a person go straight onto a 60 day covid extension without having gotten the 30 day extension first, BUT some make you take the 30 days first before you can switch to a covid extension. Check with your immigration office
