You can arrive and get 45 days (10 in quarenine) on a "Visa Exempt" stamp which you can extend for 30 more days at Immigration Officer for 1,900 thb.

 so, possibly looking at tourist visa?

I don't have the list to hand, but If Malaysia is on visa exemption list, you won't even need a visa.

Book quarantine, buy appropriate insurance as required, book flights, get covid test in 72 hrs before travel, get fit to fly also within 72 hrs and apply for COE in website of local embassy.

Once out of quarantine, apply at local immigration to extend once.

 yes a tourist visa is my only hope atm. And yes Malaysians are exemted to pay for our visa.

My challenge is getting the permission to exit my country under tourist visa..

 medical and emergency is out.

The conference or meeting is an option to exit but I can't find any thing appropriate hence an agent in Thai would be able to help procure

 ohh so it's not thai visa you're asking about. It's a Malaysian exit permit? You need to ask your government website then.

 if you're visa exempt, you need NO HELP for Thailand. You need to convince your government that you are travelling for a valid reason.
