TLDR : Answer Summary
Immigration officers are available 24/7 at major airports in Thailand, including for issuing return stamps or re-entry permits. Specifically, the desk for re-entry permits is located at check through counters 5 and 6, with a fee of 1200 Baht.

If you take the second (2) escalator up, go through security and down to immigration you’ll see the Re-entry office in the right corner opposite the immigration desks.

just that there is where you get sorted re entry. There are multiple check points for immigration (4 i think) so if you go trough in the end of airport, you have to walk back to get re entry sorted. If so just make sure you have some spare time.

at the major airports. I'm not quite sure what you are asking about, but if there is no officer where you need one, just ask someone and they will get one for you.
