TLDR : Answer Summary
Upon arriving in Thailand on a sixty-day tourist visa, if you did not receive the Departure Card (TM6), you can still extend your visa for an additional 30 days without it, as the requirement for this card has been temporarily suspended.

you are talking about your Departure Card <- TM6 and that program was suspended.

You don't need it to get a 30 day extension on your 60 day tourist visa entry stamp
