 i’m certainly not an expert, but generally speaking to qualify under soft power. You need to demonstrate that you have some type of treatments that would extend for at least six months. If you can find a dentist that can document a treatment plan that would extend through a six month or more, then you would certainly have a shot. I suspect if you need a tremendous amount of dental work, that may be a possibility else may be best to seek other alternatives with visa qualification.
It is embassy/consulate dependent. When DTV first implemented people were being approved with 4 appointments. I think it needs a little more now but still possible.
