ORIGINAL POSTERCan I please double check this sequence with you all. At savannakhet you submit online application for the visa first. then pay the fee at the consulate the following day. right? will I be able to pay the day after I submit if I submit it on a holiday?

you can print receipt and pay straight away no need to wait until next day if it's before they close. If it's a holiday pay next working day.
