That's only required for the LTR visa and it's the LAST step.

If you want to apply for the LTR visa you apply with the BOI first. Go through their intense application process that takes 1-2 months, and if you're approved they will issue you an endorsement letter. This letter is what you use to apply for the LTR visa at a Thai embassy.

If you don't know what LTR is then you're looking at the wrong visa on the e-visa website. Choose the correct visa and that will not be a requirement.
