I think you need to do more research, scholarships and jobs for foreigners will be very rare if they exist at all. I was trying to assist my local students get scholarships, of 65 students a couple got help.
2) To get work permit, you need to work in company registered in Thailand and the company will provide the work permit if they can afford you and valuable
3)PR is long game, and many scenarios, like working for 3 years with minim 80k salary per month or married to Thai with xx.xxx salary etc

I graduated in Thailand as well so I have personal experience about finding job in Thailand as a foreigner with a thai degree.
You have an incredibly long road ahead of you. Going from a student visa, to a work visa to getting PR will take quite a while and not be cheap. I wasnt aware there were scholarships for school here... but awesome if you get one.
For a "work visa" you need a job to sponsor said visa. And finding a job out of college is not easy unless you have some wildly specific degree or something. And adding onto that, you will have to compete with Thais, who will usually do the job for cheaper and less paperwork.
SteadyCelery7157 Also not sure where you are from due to the anonymous name. But Thai degrees do not carry the same weight western degrees do as well. Just curious as to why Thailand?
You will need to work and pay taxes to get PR suggest you look at Thai citizenship group and there main page to get more info. Rest look at ed plus visa see if your qualified no idea about working on it.
