whats the best way to start to transfer the 22000 dollars into a Thai bank account so i can get my retirement visa. I am working in bali , so do i apply in Indonesia or Uk,
Answer summary
To transfer $22,000 into a Thai bank account for obtaining a retirement visa while in Bali, you should apply for the visa at the Thai consulate in Jakarta, as you must use the consulate that has jurisdiction over your current location. Start by applying for a 90-day Non-O visa, which you can acquire if you are over 50. After arriving in Thailand, visit the local immigration office with the requisite documents, including a TM30 receipt from your landlord, and obtain a residence certificate. You will then need to register for a Thai SIM with your passport, and subsequently, you can attempt to open a bank account to transfer the required funds. Note that it is advisable to wait two months after the transfer to apply for an extension to your stay.

You need to apply using the evisa website, if you are in Bali you do so through the Thai consulate in Jakarta. You can only use a consulate that has jurisdiction over your current location.
You get the 90 day Non-O visa based on being over 50 before you travel to Thailand, once here go to the immigration office that serves the area you live with a copy of the TM30 receipt from your landlord and get a residence certificate, go to a phone shop and get a Thai SIM registered against your passport, then visit a bank and request to open an account (you might need to try a few branches). Transfer the money in from wherever it currently sits, wait till it's been in the account 2 months and then return to the immigration office and apply for a 12 month extension of stay. While you're getting the residence certificate ask them for a copy of their requirements for the 12 month extension so you know what you need to provide.
