What is the application procedure for a retirement visa in Chiangmai for a Hong Kong passport holder?

Hi i would like to ask for a friend holding Hong Kong passport who wants to apply retirement visa in Chiangmai. Could you please tell me what/ how application procedure is now?

Didn't realise you could get a 90 day non o from an exempt. Don't need one as I've been here years, but very interesting. Thank you.

okay, in Chiang Mai in order to go from a 30 day visa exempt entry OR a 60 day tourist visa entry to FIRST a 90 day Non-O visa based on being over 50 (retirement) and then a yearly extension based on the same reason he needs at LEAST 21 days left on his current entry stamp to do it

AND

He needs to have 800K baht in a thai bank account in his name only that was transferred in from overseas. He should go to the Chiang Mai Immigration office and get the hand out that lists the requirements as far as documents that he needs to do this process, It can be done, and it takes 3 different visits to the immigration office to do it.
