What does the "Exempted from Tourist Visa" stamp on my visa mean for my upcoming travels?

Hi All, I have been travelling to Thailand pretty much every alternate month this year applying for VOA. However this is the first time I have seen this red stamp "Exempted from Tourist Visa...." on my visa page. I am off to Lao and back to Hong Kong via CM in a few days, and from past experience may need to apply for a VOA to check in for my HK flight. What are your thoughts?
