However to apply for a "retirement visa" and later for the STAY in Thailand, you need to begin with a "90-days Non-Imm-O retirement visa", and either the proof of income minimum 65.000.- THB monthly, or a deposit of minimum 800.000.- THB on a Thai bank account in your sole name.
I believe he cannot use the 65k monthly deposits because it has to be every month for 12 months before he can even apply. Also the US Embassy does not issue the proof of income Affadavit anymore.

So he needs to accumulate 12 months of recurring transfers from abroad of minimum 65.000.- THB coming into his account month for month, and the letter summary of the bank confirming this. So for the first year he needs to do the financial proof with the 800.000.- THB deposit method
As Frank said, using proof of income is not possible for Americans. The ONLY thing immigration will accept as proof of income for the 90 day non-O visa or the first 1-year extension is proof of income certified by your embassy, and the US embassy does not provide this at all. Therefore the only option is 800,000 in a Thai bank account.
the only way Immigration will take proof of income is in the form of an Affadavit from the US Embassy in Thailand and they no longer issue them. You will have to use the 800k baht in a Thai bank method
