TLDR : Answer Summary
The TM30 is a form required for reporting a foreigner's address in Thailand to the immigration office. If you need to handle TM30 in Nakhon Pathom, you should report it at the immigration office that serves your area.

You'd have to ask your immigration office what their policy is for TM30. You should have filed one when you first arrived to Thailand.

Some immigration offices want it no later then 24 business hours after you start residing in a place, and others want it only when you first arrive to the country.
