An update for those who are planning to get an ED visa:

Initially, school prepares documents for Beginner level to get a visa outside Thailand. After 3 months, when it's time to get an extension and for the next 2 extensions (9 months in total) the school will put pre-Intermediate level. If you are willing to continue study English/Thai/Other language the 2nd year, you will need to prepare documents for Advanced level. So basically, number of years for one language was reduced from 3 to 2 years maximum.

Especially this information may be useful for those who already has 2 visas for the same language as per old rules..

TLDR : Answer Summary
The requirements for obtaining and extending an ED visa in Thailand have changed. Initially, a Beginner level is needed for the first ED visa application outside of Thailand. After three months, extensions can be made for a total of nine months, transitioning to Pre-Intermediate level. For those looking to study further into their second year, documentation for an Advanced level will be required. This reduces the total duration for studying one language on an ED visa from three years to two years maximum, which is significant for individuals with prior visas under the old regulations.
