What are the rules for applying for a one-year retirement Visa in Thailand after receiving a Non-O visa?

Hi,

I went into into Thai immigration today 1/11/18 to get my 90 day Non O visa.

It says I was admitted on 22 Oct, which is correct as I came back from a short holiday, and can stay till 19th Jan.

Then the immigration lady said come back within 60 days to get a 1 year retirement visa.

I am not sure if she meant 60 days from 22 Oct or 1 November.

Further as I want to get this out of the way as soon as possible how soon can I come back before the 60 days is up.
