What are the requirements for an American citizen to open a company in Thailand and can they hire non-Thai employees with work permits?

Hi all .. I have a friend he holds the American nationality and he wants to come to Thailand and open a company, where we can find the requirements that he needs to establish the company and can he put non Thailand citizens in the company and make for them a work permit visa as employees?

For Americans there are different regulations for opening company and they can own it 100 %.
