What are the steps and processing times for applying for a SETV visa in Ho Chi Minh?

Applying for SETV next week. Did a year before in HK but that's not a good option currently. So we are considering Ho Chi Minh. Website says 2 working days to process. (1) Do they accept only in the morning session for applications? (2) Does 2 working days processing time mean: if we apply next Thursday, we receive passports stamped back on the Friday :or: next business day (Following Tuesday since Monday is a holiday). (3) What other locations would you suggest to fly to if we were to hope to get processing done same day or next business day? Thank you folks...
