So just back from trying to open an account at KrungThai for my 400,000 future spousal visa requirement ... no go after almost 2 hours , was informed I needed a certification stamp on my statements which the US embassy no longer does, and I have been a customer of that branch with a joint acct with my thai wife for over 4 years and had well over 600,000 in the act, the branch mgr wanted to ok the new acct in my name but another person mentioned she should check with the main office in BKK as she had heard the rule had changed , so she called right in front of me and was told about the need for certification of retirement statements from the US government, which not some thing the US government does, so I took out 400,000 cash which she was not happy to see leave, and all future deposits of course, and went up the street, and took the exact same paper work to a Bangkok Bank branch where I had never been a customer and 20 mins later had made the deposit and had a stamped bank book in my name and a working ATM card in hand. So completed my first step towards a spousal visa for next year
