To avoid the need for insurance that the consulate wants (you’ll still need some for the ThailandPass) you can enter visa exempt or a regular tourist visa and then apply in country for a Non O visa and then extension from that. Needs a bit of fancy footwork for finances to be in place but is entirely doable.

correct, there is no requirement to carry the health insurance on Non-O visas when you get extensions inside the country.
That is a consulate specific thing when you buy them before comin' here
