Hi, how dangerous (war) and possible (visa) is it right now for an Italian (freelance web developer with no steady income, 46 years old) to move to Samui? What visa would allow me to live in Samui without immigration problems?

Unless you have at least 500k Thai baht (currently over 13k in Euros) in a bank account somewhere you aren't going to qualify for the DTV that will allow you to live anywhere in Thailand. Any other visa will require even more money.

An Elite visa gives great convenience. DTV can be good but you have to qualify.
