I plan to go to Thailand at Christmas for holiday = tourist visa is there restrictions on that or new measures you have to meet or comply with due to the pandemic I'm a UK citizen

Check nearer the time, no one knows what the government is going to implement tomorrow let alone whenever they decide to allow tourists back.

Right, this is nothing new. Seems this is what they have been doing since they started repatriation of Thai citizens it’s just that they haven’t gotten down to the all others. Seems another trying to save face.
Pretty much no change then to what's currently in place? Perhaps the only change being they're putting them on the same level as work permit holders. Unless I've missed something here?
Very few hold Permanent Residence. Those on retirement, marriage visas/extensions aren't permanent residents. Some on marriage may hold work permits but it's nothing like a majority.
