Depends what you are looking for. New buildings are mostly studios less than 30sqm. Older buildings can provide more than double the space for less money

Traffic is bad here so you have to consider the area you want to live first.
Construction year should be less than ten years (in my opinion) but it depends on your budget.
Mostly rental price doesn’t include the electricity.
