is the thai consulate open in laos on the 31st? my teacher in thai school said the embassy is closed but i cant see that on the internet

just so you're clear about land entries

You can enter the country by land TWO times in a year without a visa <- meaning you get stamped in for 30 days for free

BUT

you can enter the country as many times as you want in a year IF you BUY a visa from thai consulate.

The limit of two is ONLY on entering the country without any visa in your passport.
