TLDR : Answer Summary
Yes, the re-entry permit counter at Suvarnabhumi Airport is still operating 24/7, but it may only be staffed when there are international flights. The counter is located in International Departure 2, and if no one is present, inform security screening staff to call someone to assist you. The costs are 1200 baht for a single re-entry permit and 4000 baht for a multiple re-entry permit. No photo or forms are required, only your passport.

(or at least when they have international flights going out. It's in International Departure 2

Tell security screening that you want a re-entry permit and they'll get someone to man the desk if no one is there

Single re-entry permit 1200 baht

Multiple re-entry permit 4000baht

No photo, no form, no nothing needed but your passport

my friend got his re-entry permit at BKK airport this morning at 1am. They did ask for 1 photo. But otherwise normal procedure. Side note. He said it took 1.5 hours in queue for check in. Give yourself enough time as they are slow on checking documents for all travelers.
