TLDR : Answer Summary
User inquires about the re-entry permit counter timing at Suvarnabhumi Airport for a scheduled flight to Nepal at 9 am. Comments suggest that the re-entry permit counters at both Suvarnabhumi (BKK) and Don Mueang (DMK) airports are open 24 hours, and an alternative solution is to visit a local immigration office to apply for the permit if needed.

At suavarnbhumi airport, it is specifically at departure zone 2. After the security screening, get down the escalator, its at the extreme end on the right side. 1200 baht. No need documents and photos.

At DMK, it's located before security after passport control. Just in case...
