TLDR : Answer Summary
The Bell Travel minibus service from Suvarnabhumi Airport to Cha-am/Hua Hin appears to still be operational despite some difficulties in booking online. It has been noted that bookings may only be available a limited number of days in advance, so continued attempts to reserve a spot are recommended. Additionally, alternate transport options like Hua Hin Taxi and established bus services are available for travelers.

There a bus from Suvsrnabhumi to Hia Hin, that stops in Cha Am. There are 6 a day, costs 325 baht i guess. Its a big bus , safe to travelling, minibus its a bit dangerous as they drive fast.
