TLDR : Answer Summary
When visiting Jomtien immigration to obtain a COVID stamp after receiving an 'on consideration' stamp, it is normal for immigration to take your passport and ask you to return later. Several users in the comments confirm that this practice is typical, as Jomtien immigration often follows this procedure, especially if they are closed the following day.

Totally normal, Jomtien is known to be one of those "give your passport and come back the next day" sort of offices AND seeing as they're closed tomorrow, the next day they're open is Monday ;)

They took my passport on one occasion, the first time, the last time I did it they just stamped me straight in no under consideration stamp but have done on previous occasions

Perfectly normal. You’re fine
