You can try to apply to the embassy first. It has many steps. I recommend a reliable agency for DTV visa.

You can apply via most of the embassies in the region. The problem is, Egypt is on the list of countries that requires additional review/vetting, so the process will take 4-6 weeks. This is then problematic because you would then need a visa, that allows you to stay in the country where you are applying for DTV, for more than 30 days.
