TLDR : Answer Summary
The post discusses the process of determining if a Thai educational visa application has been rejected when applied for in Penang. Users share that if no visa is provided upon collecting the passport the next working day, it indicates a denial. Additionally, it is noted that consulates may scrutinize previous entry histories to ascertain the applicant's intent. The conversation also emphasizes the importance of clearly stating reasons for wanting to study in Thailand during the application process.

Congrats :) glad you got it, glad it finally worked out for you
how long have you been living or staying in thailand BEFORE you decided to go the ED visa route?
Many consulates now look at your previous entry history and if they see you've lived here a while on tourist visas or visa exempt entries they think you signed up to study only because you want to stay longer not because you want to learn anything. :O
I guess all you can do is apply and see if they give it to you or not.

You apply for the visa, the next working day in the afternoon you collect your passport, open it up and if there is NO visa inside you have been denied a visa. Or sometimes a staff member does put the visa sticker inside and if incorrect it will be stamped Void without prejudice.
