How can I book a quarantine hotel package for two adults in Thailand without paying for two separate rooms?

It says “two adults, one room” so I take it that you do have a double room. Regarding the PCR test: we had the same and I asked them to add that it was one test for each person, which they did. They also specified on the voucher that the payment was for the room, transport and one test per person. problem at all. Often these things are not a matter of deceit….

Be Careful - I was picked up in a Minibus - No one wearing Mask except me - Bus stopped outside Hotel - People dressed as Astronauts lined us up and Put us in Head to toe Blue sealed Hazmat suits - Taken to Back Annex of Hotel - (Not the Hotel you see in the Picture) - Sealed room and No light as Building was 20 foot away from opposite Building to the view of a woman changing a childs Nappy - Windows sealed and, and Can Not Open - Panic Attacks set in - (I don't drink, but Alcohol Banned) - 100 Bhats for smallest coca-cola - (Smaller than the smallest Red Bull) - I WILL NOT Publish Hotel but It was an ANEX to the Hotel - Released 9am - You book your own Taxi Back to Airport (As I had to get another flight) - I really want to tell you the Hotel but I am not a GRASS, but at least I managed to free pen - lol - 🙂 - 😂

Its around 8000 baht for cheapest two person package.

Covid test is between 2500 & 3500 baht per person.

There maybe some cheaper now if shop around
