if anyone with an unexpired passport is physically inside Ukraine, then a DTV E–Visa Application is submitted to the Thai Embassy in Warsaw on the Thai eVisa Website

Anyone with any passport can apply for the Destination Thailand Visa (DTV)

Ukraine Passports, separate issue from DTV, also have free Visa Exempt Stamp Entry into Thailand for 60 Days Stay ( ผ.60–ม.17 )

Are you located inside Ukraine now, or, do you hold an Ukraine Passport and somewhere else right now?

All DTV E–Visa's must be applied for outside of Thailand at a Thai Embassy/Thai Consulate via the Thai eVisa Website
