Does anyone know how to appy for a visa to philippines in Bangkok?

I'm a Chinese passport holder who living here with VOA. and i'm pretty sure we people can enter philippines with 9A visa since Apr. 1st.

The problem is in most cases we would apply for a 9A visa in China. and i'm staying in Thailand. so... ๐Ÿ˜ž๐Ÿ˜ž๐Ÿ˜ž
