Has the amnesty extension been announced in the Royal Gazette - anyone knows?

Is it legally binding? Can I sleep well?

I know everything, I just wasn't sure it was in the Royal Gazette.

I'm on an "on arrival" visa but will be getting an educational visa.

You can not convert an amnesty to an educational visa, especially if it's an informal education program.

The amnesty has been published in the Royal Gazette and is legally binding. For people who are not on long-term visas, you can stay no later than September 26. If you are on a long term visa, then you have until September 26 to get the appropriate extension of stay.
