I am looking at flights from LA to Bangkok via Singapore. The Singapore to Bangkok leg appears to be operated by Scoot (Part of Singapore Airlines Group) so I assume this is ok too?

I would call the airline and ask. Scoot is a low cost carrier and very few of these permit through-checking.
