Applying for the LTR visa with a passport that expires in 2028. Does the LTR transfer when renewing the passport? I will be applying in the US and receive a printed copy of the visa. I am traveling elsewhere and don't have time to get a new passport before applying. TIA

Yes. I got my pensioner LTR in 2023. I got a new passport in 2024. They transferred all the stamps to the new passport at the BOI/Immigration office in Bangkok.
Scenario would be to enter/exit with current passport and evisa. Would depart and reenter with a new passport in the future. When I reenter, would I show old passport with evisa and the new passport. I understand evisa is only valid thru expiration of passport used when applying. I would reenter with a new passport but before the original expiration date. I want to confirm the evisa would carryover without having to reapply.
Make photo copies of your old passport including all stamp pages. Once you receive your new passport, go to immigration and have them transfer the stamp. If you've never activated your LTR (entered using that visa) then I'm not sure the visa would be valid against a different passport number. But you could make you case with the IO upon entry...
